Memorandum of Cooperation in Housing Industry
CHIA and CMHC

Based on the long-term relationship between China Housing Industry Association (CHIA) and Canadian Mortgage and Housing Corporation (CMHC), and the important roles played in the housing industry of each country, CHIA and CMHC jointly agree to further establish the cooperation in the following areas::

1. Areas of Cooperation
a. Information Exchange: developing full spectrum of communication by means of internet, magazines, seminars, exhibitions and mutual visits.
b. Planning and Design: Introducing advanced planning and design concepts and methods on residential community developments, especially low-density residential developments
c. Technology Transfer: Introducing and transferring advanced housing technologies and products in consideration of adapting the Chinese market needs and building regulations.
d. Trading: organizing group purchase of different Canadian housing technologies and products (such as turnkey homes, structural systems, exterior wall enclosure systems and equipment) according to the market needs in China.
e. Business Collaborations and Joint Ventures: encouraging the establishments of production facilities for housing production lines and housing products through collaborations/joint ventures between the Chinese and Canadian businesses.
f. Training: Providing with training program for Chinese technical and management staff to learn technologies and methods for new construction types by fully utilizing Canadian educational and training system.
g. Residential Development: Participating Chinese residential developments by means of investment and management.
h. Technical Guideline: Jointly developing the Guidelines for Chinese residential planning, design and construction by referencing relevant Canadian regulations and codes.
i. Demonstration Projects: Jointly selecting Chinese projects as demonstration projects
j. Housing Exhibition Center: Identifying exhibition site (similar to the Tianjin Pacific Village) for model homes construction and exhibition; or establishing Housing Exhibition Center in China.
k. Financing: Providing financing services for CHIA’s members.

2. Year 2002 Action Plan
From 2002/7/1 – 10, CHIA’s delegation visited three cities in Canada. The main activities were visits of low-density residential communities, institutions, housing products, manufacturers for wood framed structure, light-gauged steel structure and IFC structure, and discussions about further cooperation between the two organizations.
CHIA and CMHC also decided to work together on the First China International Symposium for Low Density Residential Development.(2002/8/16-17), co-organize China Housing Forum at CHIA’s annual meeting in November, 2002, and participate in China (Beijing) International Green Building Materials Exhibition organized by China Building Material Industrial Association and China Council for the Promotion of International Trade..

3. Cooperation Role
Both organizations will act as the third parties in the forthcoming China-Canada collaboration projects.

4. Duration of Cooperation
The total duration of this cooperation will be five years, from 2002 to 2006. To continue this cooperation, a memorandum shall be signed by both organizations one year before the expiration of the cooperation. At the end of each year, CHIA and CMHC will jointly determine the action plan for the following year and make necessary modifications accordingly.
